Issue:

How to create an arc length dimension constraint in AutoCAD.

Solution:

It is not possible to constrain the length of an arc to be a specified value using 
dimension constraint.

However, it is possible to apply a combination of Angular and Radius constraints as shown in the following video.

The formula used for the Angular constraint is:
([Arc length]/[Arc radius])/(360*(2*Pi))
